In accordance with article 35(2) of the Republic of Lithuania Law on Fundamentals of Protection of the Rights of the Child, people, who have information on minors, who are not in the care of their parents, or information on the necessity to defend the rights and interests of minors (abuse of parental authority, violence against the child, illness of parents, death, departure or disappearance, parents’ refusal to take their children from education or medical facilities, etc.), must immediately notify thereof the police and (or) the State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labour (hereinafter referred to as the Service) or its authorized territorial division (hereinafter referred to as the Territorial Child Rights Protection Division of the Service) located in the child’s city/district of residence.

The Territorial Child Rights Protection Division of the Service, having obtained information on possible violations of the child’s rights, shall assess the soundness of this information and shall take the actions provided in the Republic of Lithuania Law on Fundamentals of Protection of the Rights of the Child. Notifications on possible violations of the child’s rights are accepted every day, 24/7.

On business days, past 05:00 p.m., on weekends and on holidays, if you have information about a child, who has experienced (experiences) violence, whose health or life is in danger, it is necessary to ensure a safe environment for the child, please call the emergency services telephone number 112 (the police contacts the coordinator of the Service, who transfers the information to the child rights defender on duty of the Territorial Child Rights Protection Division of the Service).

On business days, before 05:00 p.m., you should call the Territorial Child Rights Protection Division of the Service.

When contacting the Territorial Child Rights Protection Division of the Service (by telephone, e-mail, post, visit), you should provide as much as possible of the available details about the family, for example, the precise address of the place of residence of the child, first names and surnames of the child, the parents, at least the approximate age and the circumstances, which allow believing that the child’s rights are violated.

If currently the child is not in real danger, please fill in this notification, which will be accepted by the defenders of child rights within 6 hours (if the notification concerns possible violence against the child) or within 3 business days (concerning all other notifications).
